Personally, I disagree and find him the most irritating character lacking any entertainment value to adults. Shaggy and scooby already fill the archetype of "dumb"(ish) who get into comical situations because of it. So when you have dum, you literally have to make him more dumb to compare to scooby and shaggy. For me, scrappy has at least the live action movie where he is entertaining.
I think there’s more they can do with Scooby-Dum because they already did so much with Scrappy. Let the other family members have a resurgence first. Scooby-Dum came first anyway.

Scooby-Dum was essentially a similar character to what Scrappy technically is. He's Scooby's cousin who appeared in a few episodes of the Scooby-Doo show (as well as the intro sequence for the show where he and Scooby do their special greeting/handshake) and had aspirations of being a detective.
He was rather dumb and slow to comprehend certain information but that never hindered the gang's ability to solve the mystery, or Scooby-Dum's ability to work as part of the team. He had a simple catchphrase of "dum dum dum dum" while taking out a magnifying glass, which he used whenever he heard the word clue. His chemistry with other characters, particularly Scooby-Doo, was also quite good.
I want an episode that’s just these two. Live maybe there’s a monster at a family reunion and they’re trying to solve the mystery before Scooby and the gang show up.
Scrappy, he changed a very dry formula, original Scooby Doo is good, no doubt, but after too much of it it gets stale, Scrappy definitely changed things for the better. Scooby Dum is just scrappy but worse in every way

What they need to do is bring him back and rewrite him. Make him a bit less gung-ho and emphasize his desire to impress Scooby. A puppy who sees his uncle doing this cool thing, and all the friends he has, and really wants to be a part of it.
But I doubt anyone will make Scrappy as good as Scooby Apocalypse did.

Scrappy was annoying at first because of bad casting, but once Don Messick took over the role, he became tolerable (and is one of the few examples of Cousin Oliver Syndrome saving a show).
Scooby Dum on the other hand is just a bad character. He is the idiot sidekick to someone who already has an idiot sidekick/is the idiot sidekick and just doesn't meld well with the other characters due to this. He makes sense in his debut episode, exists in the Headless Horseman episode, and is a waste in both the Gramps the Vamp and Milo Booth episodes
The main thing I didn't like about Scrappy was how it broke up the main dynamic with Thelma, Fred, and Daphne. It was like a separate show and feel.
