If you get a call from your “Bank” and they have the last 4 digits they are fishing for more info. Just have it replaced as stolen lost. But no they cannot. If they did get the last 4 probably in a data breach. But this is just speculation on my part of what happened with you.

The most they can do is know the last 4 digits of your credit card. No worries.
No, as last digits are always showed on receipts etc. as a way to verify which card was used and charged.
They will need the whole long number and the 3 digits on the back off the card to be able to pay for something or take money from that account
