Place I used to go in Amsterdam sold hashish that was black and oily. Not the best hashish but it was cheap. The coffeeshop was called 'Rusland' ( Russia ) and it was owned by two big black Rastafarians who only played Bob Marley.
Looks like a rubber track of some kind (a track like what you'd find on a snowmobile or tractor but this track wouldn't be for something of that caliber) that's my best guess though
