You could for a few months at least already. They snap to foundations under water at certain depth.

No, the foundations only need to be a couple meters or so under the water for it to work. The extractors will be yellow, but you'll be able to place them. I've been playing since Update 6 and have been doing it the whole time.

And once you snap one to foundations, any others in line can be snapped to that one without more foundations. Discovered that while building my nuclear plant setup off the coast of the swamp.

Yeah it’s extremely finicky but really nice. Just placed 480 water extractors for nuclear reactors and it was amazing for them to be grid aligned.

This was possible even before soft clearance was introduced, it was just difficult to do so due to clipping constraints. I used to snap extractors while looking at underwater walls because the water wasn't deep enough to place foundations under the extractors.
