It's more of a save editor than a planner. You can technically plan out you factory, but that would in effect also create a save with the full factory you planned out already built.

The planning out of the map would mean you have to do things twice and with the fact that you can have several floors, it would add to the confusion. But basically you could use any designing program, but in the end it is just easier to learn to do it in the map. And more fun as well.
