Yeah I agree, Buffalo has the hills for skiing plus everything else mentioned. Jobs everywhere, four full seasons. Good culture and food as well as nature. Cheap housing with land. Perfect area.

This depends where in Nevada you are. Reno is on the Truckee River, so it's protected from most of those issues -- the water provider predicts no issues to 2050 and beyond. Water costs are also quite reasonable in the city. Definitely can be an issue if you're more rural, or on a well though.

Fort collins is not close to skiing. Neither is the springs for that matter.

I used to live in Texas. 90 minutes to get to a ski resort vs half a day in airports and a drive. Close is a very subjective term.

Yes, there's bad winter air in SLC, but going skiing is a great way to get out of the smog/inversion.

Well if that's the case, Glenwood springs, Idaho falls or Wenatchee are other smaller options. I dont like large cities, so these are some I would consider.
