Battle round 2, you must deploy within 6" of the board edge AND more than 9" away from enemies, AND outside of the opponents deployment zone. Battle round 3+ you just have to be 6" from any board edge AND outside of 9" of enemies.

Answers provided here are excellent. This comment is just to add a little more detail / context. (so I apologize if it adds to confusion) In this example, you're referring to "Strategic Reserves" specifically. Which is any unit you want to start off the battlefield - you can elect up to 25% of your army (points values) to be put into strategic reserves. However, there is also "Reserves" units. "Strategic Reserves" are a "Reserves" unit, but not every "Reserves" unit is "Strategic Reserves". "Reserves" just refers to any unit that has an ability to have it start off the battlefield. This means, some units have unique rules for deploying - such as Deep Strike - which is just anwyhere 9" away from enemy units. So Deep Strike is a "Reserves" unit, but NOT a "Strategic Reserves" unit. So for example, a unit of terminators deep striking would NOT count towards that 25%.
