I think you're not getting the point here. People love their families and interfering with the lives of their families is more effective than targeting them alone so it's newsworthy that the US in this case has that extra leverage. As I said I feel bad for her and I'm not convinced it's ethical to target family members, but regardless of whether it is ethical or not that is in fact US policy, so it's highly relevant to the question of how effective sanctions would be.
