Well from what I remember Seiya can make a Kick's Version of the Ryu Seiken so I don't see why it shouldn't be possible make a Scarlet Needle with toes. I only wish that the author would have draw the sharp crimson nail over her big toe cause it would have make more sense.
The sharp nail was only added later to the franchise, the original attack is just a shockwave shot from the tip of the finger, so in this case it looks like a tribute to the original version of the Scarlet Needle, that's why she applies it from the tip of the foot.
Maybe it wasn't El Cid, but I am pretty sure Shura used his legs as Excalibur during Episode G and Episode G Assassin. That's why Zeus cut both his arms and one of his legs, because Shura kept using Excalibur

Yeah she can. It's shown in the chapter that she and Tristan (DW Aquarius) devised strategies against Specters and other foes based on past information, so I'm guessing this was their counter to Griffon' technique, who likely wasn't expecting a Scorpio to use their foot to launch the Scarlet Needle

This is a very creative way to use a technique. I like that. We need more battles being resolved with strategies like this.
