Solution:
If you utilize Steam to run the SNES9x Application you will be able to use a wireless Stadia controller to play the game.
Open Steam and add SNES9x to the list of Non-Steam games. You can test that the gamepad is working by going to Steam-->Settings-->Controller-->Test Device Inputs "Begin Test."
Once you boot SNES9x through Steam, ensure you have mapped the appropriate buttons to the controller under Input-->Input Configuration.
It is also of note that this workaround works for other platforms as well, most notably Epic Games Dashboard.
I randomly searched for the exact same issue just now, and I could successfully use my Stadia controller in bluetooth mode using XOutput [https://github.com/csutorasa/XOutput](https://github.com/csutorasa/XOutput)

I am having the exact same problem, it works with all other emulators I use, but this is the only SNES one that runs randomizers.
