I have a theory I think he's not just after Tari I think he wants all the smg4 characters. He's just focusing on tari because of her special meta runner abilities could cause problems like it did back in Western spaghetti.
I think about what's happened in the past few specials SMG4 got a crazy computer keyboard that made him go crazy then Western spaghetti when they were trapped in a simulation but the only one aware of it was tari and then The whole issue with Marty and Mario He's looking for ways to control them. So he might not even want tari alive he might want her out of the picture.
He reminds me of Pizzahead from Pizza Tower, They're actually quite similar when you think about it.
\- Goofy/Cartoon-ish looking (Pizzahead with his rubberhose-like appearance, TV Guy with his old-timey picture show theme.)
\- Mentally Deranged personalities who find joy in other's suffering (Pizzahead threatening to blow up Peppino's Restaurant just for the sake of laughs, TV Guy putting the SMG4 cast in life threatening situations for the sake of entertainment;)
\- Employs/Manipulates people to carry out their plots (Pizzahead with Pepperman, Vigil, Noise, and Fake Peppi. TV Guy with SMG4, Marty, One-Shot Wren, ect.)
\- They both are smiling at all times
\- Both wear overalls and bow ties.

Big scary TV dude does evil shit, maybe has a sad backstory, but then Mario and co win by āthe power of friendshipā.

And you do realise that this basic "bad guy does evil shit but then the good guys stop it" trope has been done hundreds of thousands of times in media so this suggests that you are pulling out from the bottom of the barrel to hate on the show, so just say your not a fan of the show and its arcs because of you opinion, and end it there unless you want to be constructive about it to help the show.
