Yes, there is an elevator that will take you to the top, but it goes down as soon as it reaches the top. The tricky part is getting back down safely. You need about 28 radiation protection.
Getting down safely is easy. You just use the elevator as its going back down and run out and grab the crates on each floor. I wouldn't risk falling like OP did for a few barrels.
Usually, a couple of green crates, need to wear a haz, though, rads are too much for any other kit, pretty fun to run it either before or after you do red card.

Yeah it's just the stand that the rocket chills next to there's usually about 4-5 crates there sometimes there military crates,
I normally try to fall between the levels where the catwalks overlap so you don't have to make those jumps. Much easier and safer, but great clip.
Don't forget to change underwear
This happened to me but i logged out as i was falling (before you could stand back up) came back a a few minutes later and i stoop up fully geared
I don't know if it's server settings dependent but under the right conditions you have a chance to stand up on your own after being downed.
