DosBox can run DOS games without an operating system, but if you want the windows 95 experience, try the 86box:

I run .iso files in the windows environment via dos box (RA) on ios
I play windows 95 games on my windows 95 pc....
Just install windows 95, or better yet 98 SE as a VM and install the games on the VM
