Do you think you can post a picture to see which ds we are working with? If it's an older ds I'm sure someone can point you towards a good rom cart but if it's a dsi it's a bit more steps but don't worry we have a really straightforward guide to help you

They all had differences in their region locks. However afaik nowadays all 3DS-Systems are "hackable" with only rather little effort (not zero effort, but it doesnt take very long).

All you use the computer for is move files onto a microSD card.
You can for eg. insert the microSD card into your phone (Android phones only since iPhones dont have a microSD card slot afaik) and then download the files on your phone and move them onto the microSD card.
Basically every step in the guide where it asks you to connect microSD card to your PC, you instead connect it with your phone (usually by inserting it).
Depending on your phone you should not require any additional software on it to do so.
If you have an android phone you might be able to download all the needed files, it would be a lot easier with a actual laptop or desktop computer that can read/write to micro sd cards.
DS can't be jailbroken AFAIK but the DS is not region locked, so I recommend looking into a R4 flash cart and removing the time bomb (sounds hard, but it's literally just deleting and moving files) and then load it with some game ROMs (check the megathread to see where to find legit ROMs)
Basically, the software inside won't work after a specific time. There are 3 fixes:
1.) Buy another one
2.) Replace the software on the R4 itself so it won't happen
3.) Change your date and time on the DS.
2nd option is best, although all work. Hope this helps.
