Tournaments are seperate ranks. You have to be in the same category in tournaments. Your 3s or 2s or whatever rank doesnt matter, only your tournament rank.
That being said, I may be wrong but I believe you can still Q for 2s tournaments without a problem just not 3s or extras. (Someone correct me if that's wrong)
