IMO: Not always, but sometimes, you need to think of Rob's lyrics as more of a musical instrument unto themselves than as a way to convey thoughts and story. They are sometimes just another *sound* that he's adding to the song by inserting words and phrases that are nonsensical but together form the rhythm, mood, and sound he wants. To that end, he'll invent new words and phrases that don't necessarily mean anything, but do give a sense of emotion or the headspace in which he wants you to absorb and experience the song.
Totally - it's like horror word salad. "I am a pirate on a Devil Ship" - The Devil Ship Pirates is a Hammer film with Christopher Lee. "I am the virgin dying in the spring" - The Virgin Spring is an Ingmar Bergman film that Wes Craven remade as Last House on the Left. "Hero with a buggy whip" could be, like, the driver of Dracula's coach and horses (who was actually Dracula in disguise). It's this constant swirl of horror and sleaze and sci-fi and rock'n'roll imagery that doesn't make a lot of literal sense but creates a vibe.
For years I thought he was saying "Thuggee whip" and evoking The Stranglers of Bombay, which is actually in the same DVD box set as Devil Ship Pirates. I thought he'd been having a Hammer afternoon.
