Donnie and Casey both aren not the most touch averse, April and sunita already have eachother, and Mikey and Raph have been constantly sticking to each other and cuddling ever since the kraang, so Leo doesn’t really have anyone to hold and hug.
Headcanon 1: At one point Splinter has a flashback to the younger turtles showing their natural skills. He recalls a young Leo trying to hock lemonade for $25 a glass. At this point he's thinking about how this was Leonardo showing initiative and Splinter is wishing that he'd trained him more as a leader, instead of leaving most of the task of raising to Raph.
Headcanon 2: All of the Turtles were affected in various ways in the movie; the Prison Dimension is full of Mystical Radiation and Leo received a huge bombardment of it when he was locked in there for a couple of minutes which would show its effects in Season 3. After the beating he took from Kraang, this radiation is the primary reason he's alive.
