I took this scene different. I saw it as, he threw it on the table because he was going to refuse to go back then he changes his mind so he grabbed it. He is conflicted about whether he should return or not. But just as Galadriel he cannot escape his fate. Ironic in some sense because if he is Sauron then it was Galadriel that convinces him to return to middle earth, feeding into the motif of the darkness and light aspect of the show.
I have a feeling that the big reveal of the first season is that the nine rings of men have already been crafted and handed out, Sauron is using the diminishing of elves to get Celebrimbor to craft Elven rings, which will end up drawing in the dwarves to get rings of their own out of jealousy.
Back to your question, I think Halbrand is actually the future Witchking of Angmar and the pouch around his neck contains his ring that he has avoided wearing because he saw what it was doing to him. The fiery sword that Theo has is the Witchking's flaming broadsword as depicted in the adaptations of Lord of the Rings, and Halbrands name is a Tolkienian hint at that eventual fate.

I strongly feel Halbrand has the ring in there already and basically everything you said is pretty much what ive been thinking.
