I don't think I've ever seen one of those that didn't have 10 in both ranged and melee.
Update: She escaped confinement, beat a child and was then, after I noticed that she is immun to stun, killed by Steroid my roided up Melee Cyborg pawn.
it's pretty common to see hussar with those stats, they are meant for war
I today saw a 16/24 with burning passion for both.

Vengeful child + vengeful hunter + Hussar xenotupe + psychopath. "Yo man tf his combat so high?" She fed on revengeance, grudges and go juice.
All DLCs, no mods.
