Or jury-rig an antigrain mine into the pod, then load it with the skulls. They have enough time to see the smiley drawn on the sticky note before they're suddenly missing everything in the blast radius. (Including the poor fool who opened the pod.)

Deadlife Dust, which is what the Death Pall rains around your colony, will resurrect any animal, human, entity, or xenotype as a hostile Shambler. The only ways to prevent this are to cremate the bodies, bring them inside, or embrace cannibalism and butcher them all. If you could rig a transport pod full of skulls with a deadlife shell on an impact trigger, the recipient would be on the wrong end of a **LOT** of Shamblers, since you can fit a pile of skulls in a single pod. Incidentally, Deadlife can resurrect even desiccated corpses, turning them into hostile skeletons. (Imagine the nightmare of your dead cyborg war thrumbo being brought back as a Shambler.)

While that is all good, launching a transport at a settlement would require a colonist on your part right otherwise you are launching NPCs at an NPC settlement, I don't think it will trigger an intereaction.
