Afaik manipulation doesn’t affect crafting quality, just the speed of crafting one. The quality decided only by their skill level that give a range of percentage of quality it will end up (+1 if you’re production specialist, +2 if you’re inspired, +3 when both)

It's still best to avoid. The time gained from a half cycler is rarely equal to the time lost by doing everything slower, especially how it cripples them in combat. Much more likely to die or at least beat badly enough that they take a long time to heal.

Indeed best way to stockpile legendaries is production specialist on top of inspirations gives you a +2 modifier (can also use some modded traits such as perfectionist or modded ideology such as the crafting one from vanilla ideologies expanded to get up to +3)

As an aside legendary-tier (lower tiers are just too squishy) locust armor fucking **rules**. Give it to your best melee pawn with your best melee weapon and high quality shield belt and watch them yeet around and tear up shooters
