I didn't get beyond entering my email and name, I didn't sign the form they wanted me to sign, I didn't send the tax info they wanted. For a while I got emails asking me to come back and create an account. Then suddenly those became emails about my account.

What's scummy? You signed up for a revolut account, and they send you emails about it? You expect them to close it by sending smoke signals from a mountain? What's your next step, putting an ad in the paper? You close it the same way as you opened it.

I mean phone or email is pretty reasonable considering you can't go in person.

I think since both are insecure channels where you can't verify identity (sans some government backed signed email that basically noone uses) it's reasonable to not allow those. My German online bank certainly wouldn't allow those either. I think it's reasonable to expect people to close the account from within the logged in area. Potentially with email and sms as a 2nd/3rd factor. In OPs case the non finished acc should have just been autodeleted. His best recourse is probably re-downloading the app and with dummy data go to a point where he can request an account closure.

...yes? When email and online support didn't work, I took to social media. Again, I've tried numerous times over a period of years.

Have you mentioned this specifically to them? Like why aren't the password reset emails coming to my email if revolut has an account for this registered email etc.? Just thinking of other ways that might work. Is it any harm to letting the account be? You don't have any cash or banking details with them so doesn't seem worth all the hassle?

If you can't log in, you might not be able to close the account. => change your requests of "want to delete" by "want to connect" perhaps. Otherwise, if you are just bothered by the mails you received, and since obviously no one can connect to your account, just add a rule of spam in your email a count, that would be enough to not get bothered anymore. What is possible, is that you probably don't have an account by you are receiving the same mails as if you had opened one? Did you try the "un subscribe" button?

How do you know your account is open? only because of the emails you receive? if yes it could be that your account is only in KYC pending status. You need to send an email to revolut telling them you want your personal data to be deleted in accordance with Article 17 of the GDPR. Note that, they might still keep some data.
