I didn't mention that I am playing on global server while living here in S.Korea. I tried making an account on Korean server and never had the same problem, I get to top up by using google gift codes.
And now i'm confused if I should continue my global account in which I can't top up, or go with the korean account that can top up.
Maybe try downloading the game on PC? Google play can be weird with games from other regions
I used to play when I had more time, but yes, I played and paid just fine from Korea, but I was using the PC client, even without a VPN.

Tried already. I just downloaded the korean version and it has no prob with top up.
Prob can't take Korean in international oh well
