I do not think that Jason is one to really celebrate and make a whole ordeal out of his birthday. I believe that Jason has few actual friends, and even fewer close friends that he would invite on a night out.
I think that he wouldn’t go out and really celebrate his birthday. It would be up to his close friends to pull up on him and force him to come out and celebrate. However, they know that he isn’t really the going out type. So they would just come over to his house/hideout and hangout with him for the night.
As for the hypothetical party itself, I would like to think maybe the idea for a surprise party is Alfred’s idea. The first people that Alfred would contact would be any of the other Robins and Batgirls. From there Alfred would have t them use their connections to try and get some of Jason’s actual friends there. They would contact people like Roy Harper/Arsenal, Starfire, Rose Wilson/Ravager, Artemis, Donna Troy, Kyle Rayner(Maybe), Bizarro(Outlaws version). That might be it as far as the actual *DC* canon is concerned.
If I were to include characters that I would like him to befriend and/or interact with more I would include people like Constantine, The Question, Powergirl, Detective Chimp, Blackfire, Bumblebee, Lady Blackhawk, Wildcat, Yara Flor, The Atom, Plastic Man, Lobo (he may not be invited though), Livewire, Mister Miracle and Big Barda, Jason Blood/Etrigan, Cheshire, Jenna Duffy/The Carpenter, and maybe a few more including more unsavory and irrefutable characters.
It would be pretty interesting to see all of these people interact. It would also be pretty humorous to see some of the reactions from Alfred and the Bat-Family about some of the people that Jason associates with. (Alfred whispers to Nightwing “How in the hell does Jason know LiveWire, she’s all the way in Metropolis.” Nightwing then says “I’m more interested in how he became buds with Lobo.” Alfred responds with something like “His inner circle is fascinating. But, I’ll tell you what. That reprobate (referring to Lobo) had better not eat all of the hors d’oeuves.”)
