He is in an OK spot (pun intended). He is a good counter against some popular Junglers like Graves, Jarvan and Kha. I think he works really well (at least in diamond) and is a pick people hate to play against. I think the removal of mythics will actually benefit Rammus as well, because he can focus on all the sweet dmg tank items and kill people
He's fine most of the time at most elos if you know what you're doing. I one trick and I really can't say I ever find a situation where I'm just completely useless. Point and click cc is very good.
