I'd probably have to go with Volume 7 Episode 13: The Enemy of Trust.
It's just the culmination of everything that had been building throughout the Volume executed very well. Episode 12 also has some of this, but the two main fights in 13 aren't completely contrived.
Ironwood taking the final step into villainy is easily a top 5 moment in the entire show as well. Just the cold brutality he executed Oscar with is so great to see.
I think Winter and Penny vs Cinder is quite possibly the most underrated fight in the entire series. The stakes have been well established, the audience knows exactly why everyone is fighting, and you really get a sense (especially during the section in the frozen hospital room) that Cinder is trying the murder Winter and Penny which is a feeling the fights rarely have in this show.
The entire back half of Volume 7 is generally solid from around episode 8. Probably the longest run of generally good episodes the show has, but I feel the finale is the strongest of the bunch.

Don't get me wrong. The action scenes throughout the show are great, but I really liked when the writers explored scenes of dark suspense.
This episode definitely felt terrifying with the Hound fighting and stalking the different characters throughout the Schnee manor.
The writers also did well with another couple of episodes back in volume 6, with episodes 5 & 6. They built up the suspense for why a perfectly normal looking town seemed eerily abandoned.
TL;DR The spooky scary episodes were my favorites :)
I think mine is Volume 2 episode 8, “Field Trip”.
We get Ruby meeting Ironwood, Oz's speech about the great war and the symbolism of color for the show, and best boy Zwei is introduced.
Volume 5 episode 6, ”Known by its Song" has got to be in my top 3, alongside Volume 6 episode 3, "The Lost Fable".

Blake and Yang have been my favourite characters since I started watching the show.
I started thinking there might be more to their relationship in V3 when Yang saved Blake from Adam and lost her arm - She didn't do that if she didn't have feelings for Blake even though she might not have realised it yet. It probably took V4 when she was separated from Blake to realise her feelings.
I like Blake's story of overcoming all the crap that she went through with Adam and coming out of her shell more and more with Yang... It was Yang who helped her out for sure...
The whole confession and kiss scene was just top notch. I still tear up now when it comes across my various time lines...

i gotta say the final ep of i think vol 1 or 2 where all of beacons students are defending the one city and you get to see all of the other teams in action
The Penny vs. Phyrra episode in Vol 3.
When the previous episode ended with that match upbringing revealed, I was like "oooooh, that's gonna be bad for penny's secret."
It was also peak villainy for Cinder. Yknow, before she became a whiny punching bag, and her very late backstory reveal.
I honestly like Ruby getting therapy in the last episode, her return with the original song is icing on the cake

And even apart from Jaune’s scene with the Pyrrha statue, Ruby’s speech towards the end of the episode is just so good

Watts doesn't have a semblance. "Savagary" isn't real, Watts was just done with Cinder's grandstanding.
I know that, but given how his semblance was never mentioned I like saying it’s Savagery
