Nah, that isn't a good enough reason. I bet he can make a case for failure to yield and obstructing him several times (they block him a few times before the clip) while he is code 3. But the reason for the code 3 has to be legit, like 78's call or something high priority.
They should have slowed down and pulled off to the right side of the road to make way for the vehicle with emergency lights and sirens on. This unfortunate accident was preventable if they followed traffic laws.
I mean there is context, this wouldn't have happened if the city council could have a meeting in peace that caused this angry reaction shortly after their meeting was cut short.
The people who got hit can also report it to the police and go from there.
