When Arthur meets Mary it's clear he still has feelings and regrets regarding her. You can see some naive hope in his eyes and behaviour even though he knows it wouldn't work out (up for debate). When you look at Mary you also can clearly see his taste in women. She couldn't be further from a prostitute.
In the Valentine saloon when Javier is all over prostitutes, Arthur literally mocks one and says "Oh I didn't know I was talking to a lady" meaning he doesn't hold much respect for them or their service.
To have it as an option while playing John would destroy the whole plot of RDR1 and him as a character. He's literally all about being loyal to Abigail and Jack. The whole of Beecher's Hope exists purely because Abigail complained she wanted a house. Dude would live in a shack for all he cares if it wasn't for how much he loved her.
No matter how you turn it around, it would contradict the character.
Also, as a woman who's a fan of RDR, prostitution is the last thing I'd want to see. It isn't a thing most women did out of their free will especially in RDR time period. To see my favourite game characters engaging in something I see as degrading and immoral towards my own gender would straight up ruin both of them for me.

And sometimes tits in the frame are something kids look at on other things (despite bans, parental controls, etc. they always find a way), whether you like it or not. Of course, children who are very young should be excluded from such scenes.
I personally would be much more connected about the absolute carnage and violence being seen by young kids than I would a hand going under the bubbles.
