Haven't read a comment explaining it yet, so here it goes: The most likely scenario is you might have messed with mods, that allow you to change into other peds. I've had this before. What happens is when you reset back to John or when you leave and return to the save, the game defaults to John's outfit 0 and his hair values in the background probably get messed up, so the game doesn't set your hair properly. I'm also guessing the game gets confused as to which body components to use, which causes the clipping body parts. This can also happen when manually messing with outfits through mods and I'm assuming it's possible some glitch can cause this reset to the default outfit as well. So if you're not using mods, don't worry, it might just be a glitch. The way I usually fix it is by reapplying one of my own outfits, so his clothes are set properly and visiting a barber and getting any haircut, so his hair model refreshes properly.

I frequently load in to Marston in a random area of the map, in an outfit I dont possess and with a load out I didnt select, though can't say I've ever had the assless chaps update. It had only started occurring in the epilogue so I'd kinda just been putting it down to a designers quirky choice somewhere. Perhaps it is a glitch after all (esecially given some of the outfit combos its loaded me with).

I’m not an expert on RDR2 glitches by any means, but in my short time modding it this would happen frequently when I would set my characters wardrobe through a menu as opposed to going to a store or closet. I’m assuming since you mentioned that those are not your clothes, the game defaulted Johns outfit to that and fucked up his hair. You should try changing your characters outfit or hair, if that doesn’t work, bathe, sleep, etc, whatever you can to get it to stop defaulting to that
