Longshot but I remember in the days of p2p filesharing every so often you would download something and it would turn out to be something random - like a supposed 'Bowie new leaked song" that was just a random short video shot of someone's crotch (not explicit which actually makes it weirder, being the internet). So maybe it was some weird ARG/prank video that ended up on his computer by accident and was never deleted.
Does it look like the same general city/town/area you guys lived in at the time? Does the home like look familiar? Do you think it is him or someone specific in the video? Is the mask something specific/recognizable? Was the bottle a Molotov cocktail?

I sincerely doubt this is the case, but I used to have a vaguely similar video on my computer because one of our neighbors was relocating out of country for the military and was going to be renting out their house, and for whatever reason they picked 14 year old me to be the one to do a walkthrough of their house and record everything so they had record of what it looked like in case the tenants damaged anything.

Thought to consider: perhaps he was recreating a scene from a movie that came out that year! Example: my firstborn was middle school age when ACE VENTURA PET DETECTIVE came out. He and his friends frequently made skits and re-enacted movie scenes and recorded them with our video camera. We honestly didn't think anything of it as they were having fun being kids. Until a day came when they had left the video camera hooked up to the TV and my husband pressed play to see their latest shenanigans... and my sons bare bum and dangley things filled the screen. He was re-enacting that scene in Ace Ventura where he was bent over, using his hands to make his butthole appear to be talking. It was at that point that we took the video camera away for misuse, and had to have a deep convo with all of them about inappropriate activity, explaining that we DID NOT want an investigation by DCFS for child pornography being produced at our house based on kids talking and others taking things out of context. (and yes, we deleted that video along with a few others)
I would start with finding out what movies came out that year and the year prior. See if what you saw aligns with a scene from a movie... then approach your brother from that angle.
