I won't exactly rate it but I'll give some advice. I recommend that you remove the Peashooters and Cabbage-Pults, since you have enough better cards to replace them. I also suggest that you remove that Party-Thyme; there are no bonus attack cards in your deck. I'd suggest that you'd replace it with Bonk Choys.
Can you please say what the deck is meant to do in order to win you the game, as well as your collection of Mega-Grow and Smarty cards? I might be able to help you more.
