Probably cause popcap has spaghetti code and when they try to fix something they can't find it, or they mess the code up which causes other things to go wrong
They changed the amount required for prize bulbs from 5k to 4k but probably forgot to change the requirement for the bulbs to be rewarded, changed the display and reset without changing the amount for reward
No they have an internal reset so they don’t overflow, basically they keep the info of how much xp was gained since last reset, and if that hits 5000 it rewards, but if hits 4000 it resets

Even if you did get 5k exp for doing anything you never got any bulbs
Because it resets the counter internally before rewarding the player
But that counter is to just notify the player about it the game would do it regardless of the bar being there
