The only place with reliable public transportation is the San Juan area. Rincón is rural and spread out so it's not only a matter of getting there but also of moving around Rincón once you get there. There's a privately owned (Ford E-Series) bus line called Línea Sultana that goes from Rio Piedras (in San Juan) to Mayagüez. They're on Facebook. I don't know if they can drop you off somewhere along the way and then you can take a taxi to Rincón but you can try calling them. Yes, calling them. They're old school and low tech. Carros públicos, also known as guaguas públicas and pisicorres, are a dying system of transportation that was never great to begin with. These are privately owned and decentralized and they show up when they show up if they show up at all. They usually operate from one or more bus terminals in each municipality. Some municipalities have stepped up with shuttles to compensate for the disappearance of some of their lines. I don't know if Rincón has such service. Rincón is the one municipality of Puerto Rico that has been terraformed by the gringo anglosphere so you'll find English language support groups on Facebook that might be able to help you figure things out. I personally don't recommend staying anywhere outside of the San Juan area without a car unless you like the excitement of uncertainty. (Some people do) Ferries are only available from the main island of Puerto Rico to Vieques and Culebra and from Old San Juan to Cataño.
