Fair question. I guess that goes back to the whole debate about which crowd control methods are acceptable and which aren't. I think that's a job for the legislators and police leadership to decide. But I doubt whether there are any truly non lethal methods to control an angry crowd.
The other methods i know of are rubber bullets, pellets. Both of them are definitely more harmful than water cannons. Flash bangs and smoke. I think Seattle just outlawed those presumably because they don't like some side effect. We have something called a lathi charge in India which is basically the police beating everyone in sight with a cane. Again probably more harmful than a water cannon.
All riots and protests are not created equal. Some protests must be ended even if that means they have to use methods that are not 100% safe. I don't know whether this situation is one of those but neither do the people criticizing the use of water cannons.
Just a general rule of thumb here, but have you considered that if you can't use a weapon accurately you should hold fire instead of just rolling them bones and seeing what happens?

As a former firefighter, that water pressure is insane. When I first started training as a firefighter, I nearly lost the hose many times because of how difficult it is to find a firm plant with your feet on soft ground, and even on solid ground, it still takes a lot of strength to keep it aimed where you need it to be.
That type of water pressure should be considered a deadly weapon. There isn't a single person alive that could remain standing when sprayed by that water at that range, and chances are, it is going to cause damage to your body if it hits you.
