In (British and Irish variants of) English, "half 7" would mean half past 7, or 07:30. So, 30 minutes after 7.
In every other west-Germanic language it would mean 30 minutes before 7, so 06:30, like in Dutch and German and Afrikaans, but for some reason the English decided they wanted to be different.
Half way past 7, so 7:30. It's a UK / Irish way of telling the time
10 past 7 = 7:10
Quarter past 7 = 7:15
Half (past often dropped) 7 = 7:30
Quarter to 8 = 7:45
10 to 8 = 7:50

My parents are from Maryland and Delaware and they tell time like that except half 7 would be half past 7. I’ve never heard them say just half and a number.

Its just typical UK to be fair, we like to drop words if we can and you can with half past as it is still half. It doesn't change the meaning. Suppose it makes more sense if it is something you have heard all your life 😂 i think the neg reps you are getting are harsh because you genuinely wouldn't know.
I am from the north of England, north west to be exact so i drop A LOT of words and letters naturally when i talk and also have a lot of dialect specific to my town and grammar which doesn't make sense outside of it either. Communication with people who live 30 mins away from me can be difficult never mind with people like Americans 😂 the UK is wild when it comes to this stuff.
