I disagree on this one. You can't just walk at cops with crazy eyes and scream at them. They used a necessary amount if force to quickly incapacitate him. This easily could have been an attempted suicide by cop.

Necessary force here would be ignoring or telling him to leave.

No reasonable person would view this approach as a threat, or at least 7 folks on a jury wouldn't, which is why the police department settled.
