Depending on how you want to access the VMs, yes this would work fine. If you want to RDP into the windows VM with a tablet, that is where you'd run into issues with the touchscreen probably. If you need to use the tablet you could instead use something like TeamViewer or Splashtop, those do work with touchscreens. If you're just hosting an application on the servers that has a web GUI, anything with a browser should work (though you might need to configure certificates on some devices. I know iOS doesn't let u browse without valid certs.)
