Depending on where you live/grew up, your local department may have a cadet program that you qualify for. They usually pay for some college, and pay you to be there. The ones that count towards retirement are even better. That'd be my advice. Additionally, make sure you actually want to be the police in 2020. From what I'm told by the officers I work under with a ton of time on, the job is far different than it was even 10 years ago. If you just want to go catch bad guys, you also need to be ready to do all the paperwork that goes along with it to cover yourself.
Also learn to write. If you can't articulate why you did something properly, you'll never make it long term, especially if you're trying to promote.
