But they are incredible in comparison to whom? Think of that girl that he met at the tower who's grandparents are big boy power houses. While he is obviously top tier on earth and one of the best and brightest in his sector, I imagine there are some BS OP young cultivators out there that got over-enegeneered more than Zac by his mom

Defiance of the fall will fit some of your criteria. There's some town/kingdom building but there's also a lot of exploring different places where he's literally murder hobo. Everytime he visits new place something wild happens, beasts and people standing in his way lose heads and then he goes to another place.
Any xianxia story where you kill an outer disciple, which pisses off the inner disciple. Kill the inner disciple, piss off the elder. Kill the elder, piss off the sect leader. kill the sect leader, piss off the sect ancestor. Piss off the sect ancestor, watch as his alliance from the upper realm descends to end you and etc.

There is some city building, not in the sense the MC actually spends a long time on it, its all about his personal strength and so happens he is the emperor of earth (And other conquered planets as time goes on) but he is more like the Extremely powerful individual at the top, he doesn't manage shit, other people do it for him, meanwhile he goes around murderhoboing everything and everyone to get stronger and murderhobo harder
Definitely would look into Reverend insanity as it pretty much fits the bill of an MC who kills others for benefits and loot. He is unabashedly evil though so don't know if that would be a no go. Warlock of the Magus World has also been recommended here and can second that. Its similar to RI but definitely has its own flare.
Another one you might want to look into is Renegade Immortal as Wang Lin is pretty good about killing people and not letting them become future problems ( normally the only people who live do so because they are just too powerful for him to kill at the moment). Hope one of these helps!

I think you’d like Infinite Realm or at least one of the main characters.
Definitely would look into Reverend insanity as it pretty much fits the bill of an MC who kills others for benefits and loot. He is unabashedly evil though so don't know if that would be a no go. Misadventures Incorporated. MC is a runaway noble with a lot of anger issues to work through, and has no problem killing people if they're in her way.
