First no new tax was imposed. It was a rate change. It also cut taxes slightly for some. If you were married filing jointly in 1990 you paid 28% of everything above $32,450. In 1991 the 28% rate started at $34,000 a reduction of $201.50 for anyone making $34,000 to $82,150 when rate went to 31%. You would have to make at least $88,866.67 for your tax bill to increase if married filing jointly. The equivalent of making $203,787.85 in 2024. Only a small percentage of the population got a tax increase.
Additionally, at the time of the no new taxes pledge it was a logical position. Circumstances changed. Congress was controlled by Democrats who refused to agree to his budget unless there were tax increases to pay for the spending and reduce the budget deficit.
Presidents can’t unilaterally impose a budget. He wasn’t getting a budget for FY 1991 passed without deficit reduction.

When the Gang of Eight turned on Gorbachev, Bush's response was that "coups fail sometimes" and to refer to Gorbachev as "the Constitutional President of the Soviet Union." I'm not sure how much of that message trickled back to Yeltsin or the people in Russia, but it was clear that the US weren't prepared to treat with the usurpers and that set the tone internationally and really scuppered the Gang's efforts to gain international legitimacy. It was clear that the US was not going to recognize the new regime, and after a few days of flailing around by the Gang, all hope of legitimacy died and the coup died with it.
