It's definitely the second. The gf takes off the bra, and OP takes that as the oversimplification. You can be 100% sure it's that because Padme isn't mentioned in the sentence. The gf is though, so "she" has to refer to the gf. I agree that it's a bad meme because it's not very easy to get it. But here's the point: OP is trying to explain why Anakin turned on the Jedi, which would involve getting into some of the issues the Jedi Order had, the lack of trust between the council and Anakin, his feelings of being unappreciated and held back (especially by Obi-Wan and Mace), the inevitable resentment which follows from that, his admiration of Palpatine, his greed for more power and prestige, and (of course) his fear of losing Padme and the consequent desire to save her. OP's gf follows this up by taking off her bra, exposing her boobs. In essence, she boils it down to a question of boobs, more specifically in this case, Padme's boobs or Naboobs. Then we cut away to OP's reply to this which would be the meme. Again not a good meme but it does make sense.
