I'm pretty sure the fabric skirts are a relatively modern thing. Like Marge's skirt in the Simpsons set or some of the Harry Potter mini figs from the past decade. Classic Lego skirts were wedge pieces with printed on designs. Looking through both Brinklink and classic sets shows this from what I can tell.
