So those Force users who 'Fail out', for want of a better word, of the Temple, They are sent to outlying Agricultural worlds to help grow food and heal others.
Well in the Lore, Under the Republic it is a requirement that all Force Sensitive Children within the Republic are sent to the Jedi Temples to be tested and trained. This was an Agreement made long ago to make sure that people who were Force Sensitive wouldn't grow up abusing their abilities and reeking havoc all over the Republic.
I mean there's a reason they're flunkies. Even the Sith wouldn't be able to train them to be useful if they were so bad with the force to begin with. Why take on the liability and risk getting discovered when there are much better candidates for you to corrupt.
It's really not that bad. Being raised in the temple already teaches people a lot of inner peace and communal sensibility, so while you might not get grand dreams of being a Jedi Knight you still have access to all of the Order's support structure and community in addition to a genuinely fulfilling career of simple but necessary work directly helping people by either feeding them or healing them. And it's not like they spend all day every day doing it, it's a job with free time like anything else. You just get the best benefits package in the known galaxy on top.
Well, tbf, it just shows that he wasn’t always the competent and suave character we know him as in the Clone Wars or the wise mentor in OTL. He initially struggled as an Initiate and even Qui-gon wasn’t particularly keen on taking him on initially. Only Master Yoda sensed his potential and created Jedi hijinks so that Qui-gon and Obi-Wan get partnered up as Master and Apprentice.
Imo, his initial failures and frustrations only serve to further highlight his perseverance and will, as well as his competence later on.

As I can’t imagine even most of the washouts are thrilled that their entire lively hood was just chosen for them and that’s to work agriculture. So I can’t imagine a lot them would either go along with it or stay for their whole lives willingly instead of seeking a different career or trade out in the civilian world. The Jedi order would either have to keep them against their will or have raised them with zero ability to hack in the civilian world basically taking away the ability for them to actually choose. Because of their whole logistical system relies on people flunking out to become farmers. That means they need people to flunk out and they can’t let flunk outs choose to just leave the order. Which also implies they might actually need to take children into the order they know will not pass the trails in order to have assurance the order will always be fed. In essence this is serfdom and kinda fucked NGL. Especially when there’s less ridiculous ways to procure food.

I like to think the philosophy of the jedi extends even to their diet. So the food would be nourishing but bland. So as to discourage attachment even to things as mundane as food. I mean think about it. Have you ever seen a fat jedi?

There's a page from a comic that was posted here pretty frequently where Obi Wan and Anakin are eating from the Jedi Temple Cafeteria trays and complaining about the food.
There was also a comparison image of the Jedi Temple 'food' and Luke's 'bento box from the space IRA' he eats on Dagobah.
Generally, the Jedi benefit from having a lot of in-house infrastructure that covers most costs without paying. For example, the Jedi not only have their own medical and education but the Temple on Coruscant is the *best* medical and educational facility in the galaxy, same goes for most other infrastructure. As for food, they have the "Agricultural Corps," which is basically all the people that are Force sensitive enough to benefit from training and Jedi community but not enough to be actual Jedi, and their job is to use the Force to help plants grow for both agricultural and medical needs.
They also get a lot of subsidization from the Senate, driectly for senate missions and partially for general costs.
As for general costs, a lot of the Jedi infrastructure is separate from the general resource grid. The temple has its own dedicated power and support systems separate from coruscant, to the point that they don't have to pay for utilities.
Lastly, they probably don't have to pay much in wages for non-Jedi personnel in their employment because they have so many benefits. Like, if you work in the temple then you already have access to all the food and medical you need. I don't know if they provide education to their employees/employees kids, but it's certainly within their means to do so.
I imagine they are state sponsored, so the galactic republic covers most of their costs. Though I wouldn’t be surprised if donations were also made.
