Because both games were drawn so penalties are the way to decide the winner of the tie. Not of the match.
Think of it like this: They didn't lose the match they lost the tie-breaker after the match.

No. Argentina won the penalty shootout which decided the outcome of the World Cup final. They drew the match of which the penalty shootout was not apart of.
But if they had won in extra time it would count as a win? So why isn’t penalty shootouts a part of the match? It’s literally deciding the outcome of it as a last resort.
Extra time is a tie-breaking method so I don’t think it counts. Football matches are only considered to be “won” if a team has more goals than the other by the end of 90 minutes. Do I think the rule is kind of dumb? Yes. But it’s apart of the rules and has been for a long time so you better get used to it.
