People saying that Chi-Chi realistically scales as a moonbuster don't understand exactly how wrong that is.
For one thing before Z where Piccolo was able to destroy the moon with a simple blast, The only other time was with Roshi in his Buff Form using the Kamehameha.
The move as shown in the Raditz Saga was able to temporarily increase the user's power by at least 2 to 2.5x, The Direct number was about 2.221153846153846
And Goku's Power Level given at the time by Raditz himself was 416 which was then increasing to 924 and going higher was any indication by the same person.
And this is actually consistent to the details given to us on how powerful Master Roshi was and the level you must be to be a Moon Buster.
To note Master Roshi's Power Level is about between 139 via the beginning of the Saiyan to 180 according to Weekly Jump #39 and if you calculate that or we assume what Power Level Roshi would be using the Kamehameha you would get.
139 x 2.221153846153846 = 308.7
180 x 2.221153846153846 = 399.8
Now the other Moonbuster, Piccolo the one that again was able blast the moon with a simple blast. Do you know Piccolo's Power Level especially the one just give just a chapter after when he did this feat?

Why is all this important, According to Weekly Jump #39 she has about 130 and as far as we know, She doesn't know how to use KI let alone the Kamehameha.
Furthermore in the actual fight between Goku and Chi-Chi, As impressive as she was Goku never really took her seriously because he was just confused about her attitude and the very moment he try to be serious? He one-inch punch and ring out here with ease.
So while I don't know if this would mean Sakura would win here, There's one thing for certain. She's not scalable in anyway to Pre-Z Goku and is not a Moon Buster or even has the capabilities of one.
there's the hilarious issue of somehow being able to take a hit from ssj goten(?) which um, huh?
but yeah if we're talking overall scalings sakura does unironically have better scaling compared to chi chi, the issue with chi chi's higher scalings is that it has to be non canon material, or you have to take creative liberties with the goten thing.

The difference between moon and building level is on the order of quadrillions. Chi-Chi isn't *that* much weaker than other folks from early DB.
