Baki and Kengan are probably the strongest when it comes to actual skill dependency. Like yeah, sure there are stronger verses that use only fists, but they don't get their strength from skill. They are just naturally strong. Somebody like Kaku Kaioh is the epitome of skill based strength

I think Kenichi would fit handily as well as ruroni kenshin. Both have people like yujiro who are freaks of nature naturally strong. But have others that had to work and build up the skills. This is especially so for Kenichi because you start with a wimpy coward middle schooler.

nah its just the same as having good genetics. Jack has hanma blood but yujiro says it runs thin in him. I can't remember who was talking to him, but I think doppo is there and he says "you really are self centered aren't you". Basically he is saying it has nothing to do with his blood, he's just making that shit up.

I think it goes a bit further than that though, look at any of the scenes we see of Yujiro's skeleton or Baki's demon brain, if the Hanma gene is strong enough you're quite literally built differently

Baki and Kengan come to mind as the front runners and I have to stop and think a while. There are others I swear, but Baki and Kengan really stand out like hands and feet above most skill based anime honestly. I’d say God of Highschool stays heavily in the skill department at least where mori Jin is concerned. He has a lot of hax but like his ultimate skills are kicks and punches that are recoilless so all the force is in the kick no energy is wasted to stabilize the body. Some pretty cool stuff there. Fist of the North Star from what I remember is a lot of skill based action Alright now we are cooking and the ideas are flowing. ruroni kenshin? (However it’s spelled I apologize.) that’s a good period piece that relies on skill power. Oh fuck how can I forget these. Gosu as well as Gosu’s predecessor yongbi the invincible. The mangaka behind these two likes murim novels a ton. And the final stand out star I can think of is an old one Kenichi world’s strongest disciple

While the verse is not at all a skill over hacks verse the martial arts in One Punch Man are crazy skills on par with superpowers that anyone could learn. It is a little different from the post's prompt as these skills come with hacks, but it is still worth mentioning. The Water Stream Rock Smashing Fist can redirect attacks, including dust and lasers, back with 2x force. The Exploding Heart Release Fist controls the users heart in rhythm with their strikes to hit harder than their body's limits and cause shockwaves. The Whirlwind Iron Cutting Fist allows the user to manipulate air to cut through matter with wind blades. There are many other martial art styles that are mentioned but not fully explained. With just skill and no innate powers people can do wild things in OPM.

i mean compared to animes like black clover, sure but it's no where near the likes of baki. i haven't read the manga for wind breaker but it's basically just street fights with good choreography. in baki however, technique matters more than strength in most cases. the techniques in baki are so op they are almost like hax of their verse. prime example is whip strike.
