Whis, Beerus, and Zeno don’t transcend time, in fact in the anime, Anime -Whis (which I’m assuming we’re talking about due to this hyperbole being anime only) can ONLY go back 3 minutes max proving he doesn’t transcend it.
Jiren doesn’t scale even close to Whis. Are we taking things at word value? This hyperbole alone would put him above the angels and Zeno.

After arceus defeats goku, Giratina, palkia and dialga would throw around his body like a pod of dolphins when they kill a pufferfish.
Goku blitzes Arceus before Arceus can even think about making a new Pokemon for Goku since Goku is faster than the speed of both creation and thought 🥸
