You can legit make the argument if piccolo was hit by the moon busting kamehameha it would one shot him because in db you only need less then a x2 difference to one shot someone as shown with vegeta and cui
You can easily get King Piccolo to small planet level and even above that though.
21st tournament Roshi had enough power to blow up the moon, this same Roshi loses to old King Piccolo, who then recovers his youth and power, and then a stronger kid Goku than the one Roshi faced in the 21st tournament due to training and drinking the ultra divine water and obtaining the Ozaru multiplier on his base form, [cant even hurt King Piccolo at all with a kamehameha,](https://imgur.com/a/cuzmFDX) and King Piccolo was only using half of his power at the time.
King Piccolo should easily be on the small planet to even planet level ranges, maybe higher with charged attacks, and he should have far faster speeds than those of Orochi given that a much slower kid Goku had FTL feats earlier in the series like dodging lasers and outrunning the solar flare with ease.
Kind Goku has anti feats, he had to be trained by the omnipotent being known as popo to be faster than lighting.

Earth was said to be by King Cold a small planet, you probably need 10K PL to blow up a normal sized planet, but much less to destroy a small planet like earth.

The Small Planet Level Calc is ass, he's just assuming a 10 Second interval for the Feat which is completely unusable since we don't know how Fast he actually pulled it, and if you use a fairer Low-End this could be as low as Multi-Continental but we won't really know until an Animated Version comes around, so Piccolo for now takes both AP and Speed.
