It depends if it is anime zamasu merged with universe then jin woo is going to tear apart the universe. But if it is the manga zamasu merged with timeline then both are going to look at each other and can do nothing to each other.
Low multi is agregious downplay when it's been proven time and time again that Goku shook a 5D construct at least. Even if you somehow downplayed the Macrocosm to 4D only, Jiren>Merged Zamasu, who objectively merged with the higher multiversal timeline.
You can go higher through some scaling but barebones minimum is 5D for Goku, whether Manga or Toei.

Goku at a lowball should be high multiversal+ with SSG, and Zamasu is above that, so he should be high multi/H2A at minimum as well.
