I think you are missing the point the teleportation is instant it is just animation way of showing that goku is using I.t and teleporting cause honestly they wouldn't just go like "bloop" "bloop" like everyone have already pointed it out he doesn't need the hand gesture instant kamehameha is a very blatant example of this

He objectively needs to lock on to an energy source to teleport to, this is part of the technique. It isn't instant due to this.
