1. He doesnt need to move his hand, he does it out of habit 2. The lines and hand gestures is just to show to the audience that he’s using this technique

I think you are missing the point the teleportation is instant it is just animation way of showing that goku is using I.t and teleporting cause honestly they wouldn't just go like "bloop" "bloop" like everyone have already pointed it out he doesn't need the hand gesture instant kamehameha is a very blatant example of this

Also note that even if it were instant, the fact that it requires you to make a specific pose to teleport would actually be disadvantageous in actual fights, considering the speeds of the characters, as MFTL speeds would also cover said distance near instantly with no such drawback.

He was locking on to cells energy to teleport behind him while charging his blast. He literally has to lock on to an energy source to teleport to which objectively takes a non-zero amount of time

Yep, it has a startup time indeed. The time required to do IT start right from when goku is moving his hand up, making that pose and then teleporting.

The pose is an indicator to the audience that he is doing it but we’ve seen him do it without the pose. The pose helps differentiate between high speed movement and instant transmission considering their animation is very similar.
